PPWR (Regulation (EU) 2025/40) applies from 12 August 2026 but creates no Digital Product Passport. Data duties come via labelling: harmonised material-composition labels are required at the earliest from August 2028, and recyclability performance grades from 2030. A mandatory QR or data carrier applies to reusable packaging from 12 February 2029 at the earliest. This guide maps all the fields in the packaging template, which are drawn from those labelling obligations.

Who is affected by PPWR packaging rules
PPWR (Packaging and Packaging Waste Regulation) applies progressively from 2026 to:
- Packaging fillers and brand-owners who place packaged products on the EU market — primary obligation rests here.
- Packaging manufacturers selling empty packaging into the EU — must provide the upstream data.
- Importers bringing packaged goods into the EU — same primary-obligation logic as fillers.
- Reusable-packaging operators — separate set of fields covering reuse cycles + return-system data, with a mandatory QR carrier from 12 February 2029 at the earliest.
