  • Packaging manufacturers selling empty packaging into the EU — must provide the upstream data.
  • Importers bringing packaged goods into the EU — same primary-obligation logic as fillers.
  • Reusable-packaging operators — separate set of fields covering reuse cycles + return-system data.
