Насоки за регистъра

Връща куриирани насоки за исканата тема. Точките от насоките на Комисията са обозначени 'Насоки на Комисията, не закон'; точките от изследвания на TracePass — 'TracePass research, not law'. `stillMoving` е true, докато Комисията не е финализирала процедурата по регистъра.

Достъпно при всеки план. Брои един отговор (~100/ден). `topic` е задължителен и трябва да е един от: `registration`, `identifiers`, `data_carrier`, `data_format`, `standards`, `where_created`, `access`. Невалидна или липсваща тема връща 400 `invalid_input`.
