## Who needs to file a packaging passport

PPWR (Packaging and Packaging Waste Regulation) applies progressively from 2026 to:

- Packaging fillers and brand-owners who place packaged products on the EU market — primary obligation rests here.
- Packaging manufacturers selling empty packaging into the EU — must provide the upstream data.
- Importers bringing packaged goods into the EU — same primary-obligation logic as fillers.
- Reusable-packaging operators — separate set of fields covering reuse cycles + return-system data.
